“Today the Maine State Police presented a plaque to Lieutenant Joseph Recine, Station Commander of State Police-Concord, in memory of Trooper Thomas Devlin. Trooper Devlin was assigned to the Concord Barracks when he was struck by another motorist while outside of his cruiser on Route 3 in Billerica on July 26, 2018. The driver of the vehicle that struck him, a Haverhill man, was charged with negligent operation of a motor vehicle, marked lanes violation, and failure to move over for an emergency vehicle.

Trooper Devlin underwent many surgeries and, after a courageous battle, succumbed to those injuries on September 3, 2020. He was a member of the 66th Recruit Training Troop, graduating from the State Police Academy on December 6, 1985 and was assigned for much of his career to the Concord Barracks.

Pictured with Lieutenant Recine is Major Matthew Gravini, Commander of Troop A, and Lieutenant Colonel James Hanlon, Commander of the Division of Field Services. This plaque will be hung in honor of Trooper Devlin at the Concord Barracks.”
