Massachusetts State Troopers arrest four for trafficking narcotics, illegal possession of firearm

This past Friday, shortly after 3 a.m., Trooper Tiery Cazeau along with Field Training Officer Trooper Ralph Dugue, were patrolling Massachusetts Avenue in Boston. While traveling in the area of Columbia Road they observed a Nissan SUV operating without any headlights on prompting them to activate the cruiser’s emergency lights and conduct a motor vehicle stop.

After the Nissan pulled over the Troopers approached it and identified the operator as MICHELLE CARTER, 40, of Roxbury, then informed her why she was stopped. It was discovered CARTER did not have a driver’s license and was subsequently removed from the vehicle to be placed under arrest. Troopers identified three additional occupants in the vehicle, one of which, identified as LISA HINES, 27, of Dorchester, had an active felony warrant for her arrest. HINES was eventually removed from the vehicle and placed under arrest as well. The other two occupants, identified as HARRY KEITT, 33, of Stanford, Conn., and ETHAN REED, 49, of Henrico, Va., were asked to step out of the vehicle in order for it to be towed as none of the four occupants possessed driver’s licenses.

KEITT exited the vehicle without issue, however, REED refused to cooperate and instead began consuming an alcoholic beverage. A Boston Police Officer, who was on scene to assist, observed the wooden handle of a firearm protruding from REED’s waistline. REED does not have a license to carry firearms and was immediately removed from the vehicle then placed under arrest without incident. Troopers removed the firearm, a loaded Rohm .38 Special Revolver, and located multiple small baggies containing a substance believed to be Heroin and a substance believed to be Crack Cocaine as well as more than $1,500 in cash. During an inventory of the vehicle Troopers located items consistent with the illegal sale of narcotics as well as multiple rounds of firearm ammunition. Troopers then placed KEITT under arrest as well.

All four occupants of the vehicle were transported to State Police-Tunnels where they were booked. A bail commissioner was contacted and set bail at $50,000 for REED, $2,500 for KEITT, $1,500 for CARTER, and $1000 for HINES. They will be arraigned at Dorchester District Court on the following charges.

ETHAN REED:

01. Possession of a Firearm;
02. Carrying a Loaded Firearm;
03. Possession of Ammunition without FID Card;
04. Possession of Firearm without FID Card;
05. Possession of a Firearm while in Commission of a Felony;
06. Possession of a Class A Drug with Intent to Distribute;
07. Possession of a Class B Drug with Intent to Distribute;
08. Resisting Arrest;
09.Trafficking in Heroin;
10, Open Container of Alcohol in Motor Vehicle; and
11. Failure to Wear Seatbelt.

HARRY KEITT:

01. Possession of Ammunition without FID Card; and
02. Failure to Wear Seatbelt.

LISA HINES:

01. Active Felony Warrant; and
02. Possession of Ammunition without FID Card.

MICHELLE CARTER:

01. Unlicensed Operation of a Motor Vehicle;
02. Use of a Motor Vehicle without Authority;
03. Possession of Ammunition without FID Card; and
04. Motor Vehicle Headlight Violation.
