Opinion: Panhandling in New Bedford continues to be a major problem

The following was sent to us from a reader:

“As soon as heroin/opioid addiction became an epidemic in New Bedford, panhandling became an epidemic. Hmmmm, what does that tell you?

Panhandlers are everywhere in this damn city, and it’s a nuisance. It’s embarrassing to have out of town people visit. They qualify for section 8 and public housing before our veterans, disabled and elderly. They don’t have to wait long because they are at the very top of the wait list. However, I’ve been seeing the same ones for years. Homeless, my ass.

As far as veterans, I feel for them, however, a lot of these panhandles dress like veterans and they really aren’t. I know a few of them. I also saw a group of five people get out of a new BMW downtown and each took up a corner asking for money. Also, I saw a man downtown leave his corner, go behind the building I was in, and light up a crack pipe.

The mayor should make panhandling illegal. If you offer to bring them food, they say “I need and prefer the cash”. They are making more than me by standing near Market Basket. Market Basket has approximately 10,000 customers daily, especially on weekends. I looked it up when they went on strike. So if only a quarter of the people give them $1.00, they walk away with $2,500 that day. Insane. No wonder they rather stand there as a full time job, it pays more than all the entry level and moderate level jobs available. Panhandling requires no training or education. This needs to be stopped.”

Dartmouth awarded $5.4 million library construction grant

Today, the Massachusetts Board of Library Commissioners (MBLC) awarded nine communities Provisional Construction Grants through the state-funded Massachusetts Public Library Construction Program (MPLCP). Twenty-four other communities have been placed on a waitlist and will receive grants as funding becomes available.

“The Comonwealth’s local public libraries provide individuals of all ages with invaluable resources that they otherwise might not be able to access,” said Governor Charlie Baker. “Our administration is pleased to once again support this important grant program that invests in cities and towns across the Commonwealth.”

The grants provide crucial funding to local libraries that enable libraries to meet the growing demand for services. Attendance at public library programs has increased 49% since 2006 and every 5.5 seconds a Massachusetts resident accesses the Internet through a public library. The grants are part of the Baker-Polito Administration’s commitment to ensuring that all the residents of the Commonwealth have equal access to information, technology, resources and programming.

“We’re sometimes asked whether libraries are still necessary in this digital age,” said MBLC Chair Mary Ann Cluggish. “The answer is an overwhelming ‘yes’. Libraries are busier than ever assisting residents with job searches or business start-ups, teaching residents to use new technology or simply providing the only free space where everyone in the community can continue their education. This important work would not be possible without the support of Governor Baker and the Legislature.”

The average grant award is 45-50% of the eligible costs with the remaining cost incurred by the municipality.

Communities receiving grants are as follows (listed alphabetically):

Muncipality Library Grant Award

Dartmouth Dartmouth Public Libraries – North Dartmouth Branch $5,346,004
Hadley Goodwin Memorial Library $3,905,625
Kingston Kingston Public Library $6,893,430
Medford Medford Public Library $12,290,917
Norwell Norwell Public Library $6,360,764
Springfield Springfield City Library – East Forest Park Branch $4,906,115
Sutton Sutton Public Library $4,979,584
Wayland Wayland Free Public Library $10,137,980
Weymouth Weymouth Public Libraries – Tufts Library $12,085,184

The MBLC also offers Green Library Incentives which help offset the cost of incorporating environmentally friendly and energy-efficient systems in library building projects. Projects that attain the U.S. Green Building Council’s LEED (Leadership in Energy and Environmental Design) certification will receive 2-3.5% of the grant award in additional state funds administered by the MBLC. Commissioners authorized $2,341,695 in Green Library Incentives for the projects that received Provisional Construction Grants.

During the next six months, grant recipients will work with their communities to secure the local match funding necessary to accept their grants. “Local support is key to the success of a project because it ensures that each project meets the unique needs of its residents,” said Rosemary Waltos, MBLC Library Building Specialist.

For this grant round, 33 libraries applied for construction grants through the MBLC’s construction program. Twenty-four libraries have been waitlisted and will receive construction grants as the funding becomes available either through the existing bond bill or a future bond authorization.

MPLCP library building projects are currently underway in Hopkinton, Leicester, Scituate, Sherborn, Stoughton, and Woburn. Communities with recently completed projects include Eastham, Edgartown, Framingham, Reading, Shrewsbury, and West Springfield.

Funding for the MPLCP is authorized by the governor and the legislature. Funding for this grant round is part of the general governmental needs bond bill filed in March, 2013 which included $150 million for the Massachusetts Public Library Construction Program. This funding was also used to award construction grants to 11 communities that had been on a waitlist for several years and will be used to support a future Planning and Design grant round.

The MPLCP was first funded in 1987. Since then, the program has assisted hundreds of communities in building new libraries or in renovating and expanding existing libraries. For more information about the program, please visit the MBLC’s website: https://mblc.state.ma.us/

This morning, at approximately 5:25 a.m., troopers from the State Police Barracks in Foxboro responded to reports of a crash on Route 95 Northbound, at the 10 mile-marker, near the rest area in Mansfield. Upon arrival, Trooper Samantha Lucas discovered that a 2015 Ford F250 pickup, had struck the rear of a 2015 Kenworth tractor-trailer which was disabled in the breakdown lane, with a flat tire. The right two lanes continue to be closed, as extrication of the victim is still ongoing.

Booth space available for Fairhaven’s 2017 Harvest Fun Day

The Fairhaven Office of Tourism is holding its fifth Harvest Fun Day on Saturday, October 14, 2017, on the lawn of the Visitors Center at the Academy Building, 141 Main Street. A limited number of booth spaces are available for non-profit groups, artists, crafters and Fairhaven businesses that wish to offer items for sale, provide children’s games or fall-themed activities, sell food, etc. This could be used as a fundraising opportunity for groups and it can provide a venue for those looking for a fun community event in which to participate. The event will be held from 10:00 a.m. to 4:00 p.m.

The Office of Tourism will offer spaces on a first come first served basis, with first priority given to past vendors, Fairhaven-based non-profit groups, individual artists and crafters, and businesses. New vendors from outside of Fairhaven may be accepted as space allows. The space will be approximately eleven feet square to allow groups to set up 10’x10’ pop-up canopies if desired. (Special arrangements for larger areas may be made on a case by case basis as room allows.) A limited number of spots can have access to electricity. Harvest Fun Day will be marketed primarily as a Family/Children’s event with a fall theme. Potential vendors should keep that in mind when deciding on whether or not they wish to participate. Free or low-cost children’s activities are particularly encouraged, as are locally produced goods or Fairhaven-themed items.

Vendors will be asked to make a donation of $10 to the Office of Tourism Gift Account. This money goes toward the rental of handicap accessible portable toilets. (Town of Fairhaven government entities –senior center, Fairhaven Public Schools groups, etc.–are exempt from the donation.)

If you, your group or business are interested in applying for a booth space, please email FairhavenTours@fairhaven-ma.gov anytime with details of what you would like to do. Be sure to include a contact name and phone number. Or you may call the Office of Tourism at 508-979-4085. (Note: The Visitors Center will be closed August 6-13.) Participants will be selected by the Office of Tourism based on how suited the booths, products and/or activities are to the overall “Harvest Fun Day” theme. They will also be screened to eliminate having too many booths offering similar products.

The final deadline to apply for a space will be Friday, September 1, but acceptances may be confirmed before then and space is limited, so please apply early.
