New Bedford Public Schools quickly shifts gears in wake of Alma Del Mar vote

In response to a May 31st letter from the Massachusetts Department of Elementary and Secondary Education Commissioner Jeff Riley informing New Bedford Public Schools and the Alma del Mar Charter School that the necessary legislation required to create the Alma II Charter would not be “enacted in sufficient time for New Bedford families to plan for September,” NBPS Superintendent Thomas Anderson has directed the impacted schools in the New Bedford Public School (NBPS) system to immediately reach out to affected families in order to provide clear communications regarding their children’s designated NBPS school for September 2019.

“Our work throughout this process has been in good faith and always with New Bedford’s children as the primary focus. Now that a decision has been made we are immediately returning to preexisting student allocations and implementing communications to ensure that all families know where their child will attend school this fall, and to answer any other questions they may have.”

Impacted families will receive a letter by June 6 informing them that they will be returning to their current school in the fall.

In addition, families of incoming kindergartners will receive phone calls today and tomorrow to remind them of the Kindergarten Welcome Day on Thursday, June 6. This is an informational day for all New Bedford Public Elementary schools to give families the opportunity to visit their schools and meet their principals and teachers.

Dartmouth and New Bedford men arrested for allegedly running drug paraphernalia operation out of Wareham gas station

During the month of May 2019, Wareham Police Detectives received information from various sources reporting the sale of illegal drug paraphernalia at Route 6 Fuel, located at the corner of Marion Road and Swifts Beach Road. Further information was that with special code words, the clerk would give you a small glass pipe and a piece of copper pad, commonly used for smoking crack cocaine.

At about 10:30 a.m. on Tuesday, June 4, a Wareham Police Detective went into the business in an undercover capacity and used the special code for the purchase of the drug paraphernalia. The clerk told the officer that he would have to put the items in a bag and accepted money for them.

Once the purchase was made other officers entered the store and placed the clerk under arrest. John Amaral, 57, of North Dartmouth, is charged with possession with intent to distribute drug paraphernalia.

While the officers were on location the manager of the business arrived and was also placed under arrest. Mohammad Iqbal, 58, of New Bedford, is charged with possession with intent to distribute drug paraphernalia and operating after suspension of his driver’s license.

Wareham Police Officers seized over 30 glass pipes, and multiple copper pads. Both males were taken to the police station and booked before being brought to Wareham District Court.




Massachusetts State and Local Police arrest 2, seize heroin, cocaine, and ammunition

Massachusetts State Police and Holyoke Police, along with members of a gang task force, arrested two men on cocaine and heroin charges during a raid Friday, and additionally charged one of them with ammunition offenses after finding 148 bullets in boxes concealed in a sock on his bedroom floor.

Troopers from the Massachusetts State Police Gang Unit, local officers, and members of the FBI Western Massachusetts Gang Task Force executed a search warrant on the second floor of 561 South Summer St., Holyoke, pursuant to an investigation into heroin distribution from that apartment.

Upon arriving at that location police observed multiple surveillance cameras on the outside of the target apartment. When no one answered the door, Troopers and officers made a forced entry and located two suspects in separate bedrooms: JUAN PACHECO, 33, and HERMAN GOMEZ, 19, both residents of the apartment.

Inside a pill bottle that PACHECO was carrying police found several twisted pieces of plastic baggies containing suspected crack cocaine, another zip baggie containing suspected crack cocaine, and 15 baggies, each stamped with the words “Frosted Flakes” in blue ink, containing a tan-colored powder suspected to be heroin.

Holyoke Police K9 Officer Matthew Welch and his partner Ryker performed a search of the apartment. Ryker demonstrated a response when he sniffed the dresser in suspect GOMEZ’s bedroom. In a small box atop the dresser, Troopers and officers found seven baggies containing a tan-colored granular substance believed to be heroin. Each of those baggies was stamped in blue ink with the word “Deadline.”

Under that same dresser – which had drawn Ryker’s attention – police found several small zip baggies containing a white powder believed to be cocaine.

Troopers and officers also located, inside of a sock on GOMEZ’s bedroom floor, two opened boxes of .22 caliber ammunition, containing a total of 148 rounds. One other bullet, a .45 caliber, was on the dresser. GOMEZ does not have a Firearm Identification Card, which is required by law to possess ammunition. As well, a total of $10,900 cash was found in the men’s rooms.

No items found in the apartment suggested that either suspect personally used the drugs that were found. Police observed that the video surveillance system set up at the residence included three cameras on the front of the building and one other on the rear.

The suspects were transported to the Holyoke Police Department for booking.

JUAN PACHECO was charged with possession of heroin with intent to distribute, subsequent offense; possession of cocaine with intent to distribute, subsequent offense; and conspiracy to violate narcotics law.

HERMAN GOMEZ was charged with possession of cocaine with intent to distribute; possession of heroin with intent to distribute; unlawful possession of ammunition; and conspiracy to violate narcotics law.

Additionally, PACHECO is currently on probation from Hampden Superior Court, while GOMEZ has pending cases in Holyoke District Court for firearm and ammunition crimes.

Participating in the investigation and arrests were members of the Massachusetts State Police Gang Unit’s West Team, Holyoke Police Department, Easthampton Police Department, and the FBI Western Massachusetts Gang Task Force.




New Bedford High School seniors recognized with Mayor’s List Award

Mayor Jon Mitchell presented the annual “Mayor’s List Award” to the top ten academically ranked seniors in the New Bedford High School graduating Class of 2019.

This year marks the seventh annual Mayor’s List Awards in celebration of the outstanding academic achievements of the top ten graduating seniors at New Bedford High School. The ceremony was also an opportunity to learn more about the graduates’ career goals, their chosen fields of study, and where they plan to pursue their post-secondary education.

Who Remembers… Fotomat?

Here is another installment in our Who Remembers? series. You can browse previous articles by using the search bar on the right or by clicking here. These articles are strolls down memory lane. In some cases, the buildings, but new businesses have replaced them. In other instances, the buildings or even the properties have been razed. Instead of a building, it may be a TV show, personality, or commercial that no one longer exists. Either way, it can’t stop us from taking the Memory Lane stroll!

As always we would rather this be a discussion. No one knows this area better than those who grew up here! Please, leave constructive criticism, feedback, and corrections. We’d love to hear your anecdotes. Please share!

I recall once talking to my daughter when she was about 7 or 8 years old and I told her a story about when I was about 18 years old and had to walk to a payphone after my car broke down once. She laughed and thought I was joking with her.

On a separate occasion, I came across a photo on social media which featured an image of a cassette tape and a pencil and stated: “People in this generation have no idea how these two go together.” Sure enough, I asked my daughter and she had no idea.

Besides the fact that this demonstrates how much of a dinosaur I am, it illustrates the speed with which times flies by and how quickly things change. Often we assimilate new technologies so seamlessly that within a few years we forget the old ways of doing things, or how things used to be.

One of those things was the standalone or freestanding Fotomat kiosks that made their home in shopping plazas – there was one in the King’s Highway Plaza. As an alternative to the Instamatic Camera which came out around the same time, the “regular” way of taking pictures was to take your film roll to developed and wait a week or two. Put your roll in the tiny metal and eventually plastic container with a little pop-on lid and bring it by the kiosk.

I don’t remember if it was a myth or not, but I remember everyone would tell you to quickly put the roll into the camera before the light would ruin the entire batch. You were supposed to go into a panic as if you had some type of radioactive material or a hot potato. You didn’t want to be that guy who ruined an entire batch of photos that took everyone a week or two to take and then another fortnight to develop and find out were ruined.

Fotomat was started by a man named Preston Fleet who opened its first kiosk California in 1965, it revolutionized the camera and photo industry by cutting that waiting time to 24 hours. Their kiosks looked like a garden shed or perhaps what the home of a Gnome would look like and these locations were a little bigger than a phone booth. Another comparison, perhaps pertinent if you were an employee, is that of a prison cell.

Throughout the day a courier would come to the kiosk, pick up the rolls of waiting film, bring them to a processing center and return them within 24 hours. Who remembers getting the envelope of pictures and negatives and quickly looking at a few to make sure everything came out alright before driving off? Remember the commercial?

Americans love anything that makes life more convenient and saves time so the concept took off. Exploded. By 1971 the company was such a massive giant with thousands of locations that they went public on the NYSE in 1971. By 1980 there were 4,000 throughout the country and this is when the popularity of the chain began to wane.

When this happened corporate suits tried to revitalize the company by expanding into the newly booming videotape market. You could drop your videotape off and have your home movies put on a separate tape so you could then record of your original. Remember this was a time when the technology was new and as with all new technologies the VHS tape was expensive.

In addition to this service, Fotomat sold blank VHS tapes and long before Blockbuster video existed, they rented prerecorded tapes for a fee, the equivalent of about $45. Hard to believe, right?

While this breathed new life into the company, it didn’t last long. Once “minilabs” arrived in retail stores you could drop your film off and then go shopping…then return to pick them up the next day and go shopping again. Fotomat took another hit. Then when these mini-labs got advanced enough to cut the time down to a few hours the proverbial nail was set in the coffin.

In 1983, 1,000 kiosks – a quarter of their locations – were closed. Within a few more years entire cities had all their kiosks closed and by the end of the decade, there were under 1,000 left. Finally, digital technology arrived to execute the coup de grâce.

While the company would die, their kiosks didn’t. The kiosks became attractive to small business owners who didn’t have a lot of start-up money and/or wanted a turn-key business for little start-up money. The kiosks would become everything imaginable and unimaginable from cigarette stores, watch repair, key cutters, coffee and locksmiths, to um, a house of prayer and chakra balancing.

Boy, have the times changed.

Massachusetts Environmental Police issue $3,000 in fines levied for various fishing and boating safety violations over the weekend

During the weekend of June 1st and June 2nd, Massachusetts Environmental Police conducted patrols in the greater Buzzards Bay area via land and water.

Fishing activity was extremely heavy due to the amount of Black Sea Bass being caught in the area. Officers issued upwards of $3000.00 in fines for various fishing and boating safety violations. Fishing violations included possession of over the limit Black Sea Bass, possession of undersized Black Sea Bass, Striped Bass, Summer Flounder, and Tautog. Additionally, several violations were issued to individuals who did not possess a valid saltwater fishing license.

Job Description:
The Machine Operator will be responsible for operating equipment in a safe manner for the assembly and processing of water heating products according to company specifications. The Machine Operator must have the desire to perform at the highest level of competence and expedience at all times to ensure the overall productivity and growth of HTP.

DUTIES & RESPONSIBILITIES:
• Work within a fast paced, production oriented, safe environment.
• Ability to read drawings, bill of materials “BOM” and product specifications.

Emergency Medical Services Paramedic – City of New Bedford

Examine, assess and stabilize patients at emergency scene, i.e., hemorrhage control, treatment for shock, immobilization of fractures, bandaging, proper treatment for burns, poisoning or drug overdose, deliver newborns, manage mentally disturbed patients, etc.

Current certification as an Emergency Medical Technician-Paramedic by the Mass. Massachusetts Environmental Police arrest man fishing violations

On the morning of May 27, 2019, at the mouth of Falmouth Harbor, an Environmental Police Officer investigated a tip provided by the Falmouth Marine Environmental Services (MES) which resulted in a striped bass violation. The individual was found to be in possession of eleven (11) undersized striped bass. Each fish measured between 19-inches and 22-inches. The recreational possession limit for striped bass is one fish per day, a minimum of 28-inches in length.

The individual was arrested and charged with possession of undersized striped bass and being over the daily retention limit. The individual’s rod and reel, tackle box, and catch were seized; the catch was subsequently donated.

The individual was arraigned in Falmouth District Court on Tuesday, May 28, and is scheduled for a pretrial hearing in early July.

The Massachusetts Environmental Police would like to thank Falmouth MES, Falmouth Police Department, and the Massachusetts State Police for their assistance with this case.




Massachusetts Supermarket Sentenced For $110,000 in Snap Benefit Fraud

C-Mart Supermarket Inc. (C-Mart) was sentenced on Wednesday, May 29 in federal court in Boston in connection with an $110,000 SNAP benefit fraud scheme that the corporate defendant operated out of a Chinatown supermarket.

C-Mart was ordered by Chief U.S. District Court Judge Patti B. Saris to pay $110,000 in restitution and a $10,000 fine. On Feb. 26, 2019, C-Mart Supermarket Inc. pleaded guilty to one count of conspiracy to acquire, possess, and redeem Supplemental Nutritional Assistance Program (SNAP) benefits in an unauthorized manner, and one count of SNAP fraud/aiding and abetting.

SNAP, administered by the U.S. Department of Agriculture (USDA), provides eligible households with government subsidies for food and allows holders to exchange their SNAP benefits for food at authorized retail food stores. During the time-frame of the conspiracy, C-Mart was an authorized SNAP retailer.

From about October 2010 through April 2012, C-Mart conspired with another business located in the Chinatown section of Boston to commit SNAP fraud. During that period, the co-conspirator and employees of the co-conspirator purchased SNAP benefits from legitimate SNAP beneficiaries for cash at a discounted value of approximately 50 cents for every SNAP dollar at the co-conspirator’s establishment. As neither the co-conspirator nor its employees were authorized to accept SNAP benefits as payment, the co-conspirator took the SNAP beneficiaries’ Electronic Benefit Transfer (EBT) cards or card information and used the dollar value of the benefits at several stores in Chinatown that were authorized to accept SNAP benefits. C-Mart was one of those stores. The co-conspirator would go to C-Mart and provide various EBT cards to a C-Mart employee who would swipe the EBT cards belonging to individuals who were not the co-conspirator. The co-conspirator would then receive credit from C-Mart to use those funds to purchase inventory from the store. Additionally, USDA deposited the dollar value of the benefits swiped on each food stamp EBT card into C-Mart’s bank account; therefore, C-mart received the cash value of the SNAP benefits from the USDA. During the course of the conspiracy, C-Mart Supermarket Inc. defrauded the USDA of $110,000 in SNAP funds.

United States Attorney Andrew E. Lelling; Bethanne M. Dinkins, Special Agent in Charge of the U.S. Department of Agriculture, Office of Inspector General, Office of Investigation, Northeast Region; Kristina O’Connell, Special Agent in Charge of the Internal Revenue Service’s Criminal Investigations in Boston; and Boston Police Commissioner William Gross made the announcement today. Assistant U.S. Attorneys Suzanne Sullivan Jacobus and Robert Richardson of Lelling’s Major Crimes Unit prosecuted the case.




Alma del Mar disappointed with death of compromise deal

“We are disappointed by the news that we will be unable to move forward with a local compromise deal that would have given 450 children the opportunity to access a high-quality public school in their neighborhood.

We have spent the last few months getting to know the kids and families zoned into what would have been the new Alma campus in the Kempton neighborhood. We listened as families shared their hopes and dreams for their incoming Kindergartners, and we’ve been grateful to see those families commit to enroll their children at Alma.

This week’s news is difficult for our community. To the families that decided to entrust us with their children under this new compromise model: we are sorry, and we commit to continuing to support you in partnership with New Bedford Public Schools to ease this period of transition. We will continue to do everything that we can to ensure that all New Bedford children have access to high-quality public schools.

We also remain committed to the hundreds of children on Alma’s waiting list. We will begin contacting those families soon to begin the enrollment process, as the next school year begins in August.

We want to thank Commissioner Jeff Riley, who chose to take a courageous risk in facilitating this local compromise. We are also grateful to the special attention that our local legislators gave this matter.

We deeply appreciate Mayor Jon Mitchell, Superintendent Thomas Anderson and our colleagues at the district who made every effort to make this vision a reality for the kids and families of New Bedford. We look forward to maintaining the spirit of collaboration of our agreement and to working with them to improve educational outcomes for all kids in New Bedford.”
