NEW BEDFORD REGIONAL AIRPORT

Provides overall management resulting in operation and maintenance of the New Bedford Regional Airport. Determines maintenance and terminal operation requirements, develops capital and airport improvement plans, and annual operating budgets. Presents and enforces policy matters to the Airport Commission.

Pursues the overall airport business development, marketing strategies and economic growth opportunities. Monitors and reviews revenue levels and expenditures to ensure adherence to budget limitations. Ensures favorable public relations through personal contact and public appearances. Attends and participates in all Airport Commission meetings, as well as Committee meetings unless excused. Participates in conferences of aeronautical and civic organizations relative to the promotion of aviation, State or Federal level. Submits annual goals and objectives to the Airport Commission with monthly updates and reports. Ensures leases are negotiated in accordance with City Ordinances, State and Federal laws, and Commission policy.

Responsible for personnel management, orientation, training, scheduling and performance evaluations of airport administrative personnel, including the development of appropriate documentation of job performance requirements, in accordance with relevant collective bargaining agreements and MGL Chapter 31. Maintains qualified and adequate staff within the limits of union contracts and assures that personnel needs are included in approved budget. Acts as liaison between the Airport Commission and the City of New Bedford by attending and participating in required City Department Head meetings scheduled by the Mayor or as otherwise requested by the City Administration. Administers the collection and depositing of revenue due to the Airport and maintaining records of accounts receivable and payable, being certain that internal records and City-generated reports are in agreement.

Master’s degree in Aviation Management, Public Administration, Business Management or related field. Seven years’ experience, three of which have been in a supervisory capacity, in airport operations management (managing a facility similar or larger than the New Bedford Regional Airport), governmental management with emphasis on municipal management and budget preparation, or related field. Must be able to obtain Mass DOT Airport Manager’s License in accordance with 702 CMR 5.04Ability to obtain AAAE Certified Member (C.M.) designation within three years of employment. Must possess a valid Massachusetts driver’s license. Mandatory CORI (Criminal Offender Record Investigation) background check per City Council Ordinance effective May 14, 2013.

JOB SUMMARY
Assists with the purchase of all supplies, services, materials and equipment for all City departments pursuant to the provisions of General Laws Chapter 30B, 149m 39 39M.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job.

 Works closely with multiple Department Heads and staff. Primary role is to assist in the creation of IFB’s, RFP’s, addenda and contracts. Assists in the review and update of procurement templates when necessary to ensure compliance with all procurement laws and City purchasing policies. Confers with vendors to obtain product or service information such as price, availability and delivery schedule.

•Assists in the selection of products for purchase through research and market trends.

•Determines method of procurement such as direct purchase or bid.

•Prepares bid requests.

•Reviews bid proposals and assists in negotiations of contracts within budgetary limitations and scope of authority.

•Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance and inventories.

•Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors and others to determine source of trouble and take corrective action.

•Expedites delivery of goods to users.

•Maintains a variety of material – supplies, equipment and other lists of items required by City government. Maintains lists of vendors supplying said items.

•May participate in inter-local cooperative purchasing agreements with other agencies.

•Prepares bid documents, including calls for bids, general conditions, specifications, etc. for purchases requiring formal bidding procedures.

•Purchases supplies, machinery, equipment, tools, raw materials, parts, services and supplies necessary for the operation of the various departments; charges purchases to the appropriate departments.

•Works with Department Heads and follows through to ensure that materials ordered have been received, and examines condition of materials received. Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors and others to determine source of trouble and take corrective action.

•Interviews vendors in person or by telephone to obtain information relative to product, price, ability of vendor to produce product, service and delivery dates.

•Evaluates departmental needs and formulates short-and long-range plans to meet needs in all areas of responsibility, including repairs and maintenance.

•Responds to public or other inquiries relative to department policies and procedures.

•Furnishes advice and guidance to Department Heads and/or City officials relative to assurance and structure of subcontracts in order to ensure that the City’s interests are properly protected. Ensures incorporation of subcontract clauses in orders and documentation of files.

•May serve as a member of various employee committees

SPECIAL REQUIREMENTS

Licensing/Certification

Lead Special Education Teacher
A Special Education Supervisor is a combination of a teaching position and an administrative position.   • Completion of CORI and RMV with acceptable results per KDC insurance company and GATRA policies
  • Completion of a pre-employment drug and alcohol screenings with acceptable results per KDC and GATRA policies
  • Valid Massachusetts or contiguous state Driver’s License appropriate to the type of vehicle they will be operating
  • Acceptable driving status, as determined by KDC insurance company

Responsibilities:

  • Perform vehicle pre-trip inspections and appropriately document the inspection
  • Drive vehicles between consumer’s home and destination or between the program site and community destination(s)
  • Adhere to prescribed route and time frame
  • Comply with all traffic rules and regulations to operate vehicles in a safe and courteous manner
  • Maintain safety and order on vehicle while in transit
  • Ensure that when in transit, any medical equipment is positioned and secured to the floor, vehicle seat or wall of vehicles below the window line
  • Complete all required documentation in a timely manner
  • Assure that vehicle interiors are kept clean and safe for passengers
  • Immediately report any vehicle malfunctions or needed repairs to supervisor
  • Maintain agency standards of confidentiality
  • Maintain a respectful manner and tone of voice with others
  • Promote teamwork and open communication among staff members and consumers
  • Perform other job-related responsibilities as assigned

Physical Requirements:

  • Ability to sit for extended periods of time
  • Ability to kneel and bend
  • Ability to drive assigned vehicle in all weather and traffic conditions, including highway and city driving
  • Physically able to assist consumers entering and exiting vehicle
  • Physically able to operate all safety equipment, including wheelchair tie-downs
  • Physically able to propel consumers’ manual or power wheelchairs to assure safe movement on and off the vehicle lift.

PARK MAINTENANCE WORKER $12.74 – $17.88
DEPARTMENT OF PUBLIC INFRASTRUCTURE

Performs a variety of semi-skilled tasks in the maintenance and operation of City property such as Parks, Recreation areas (playgrounds), and Historic and Downtown Districts including streets, sidewalks, grounds, open spaces and facilities.

Daily cleaning and maintenance of all city streets, sidewalks and public areas within City parks, Historic and Downtown Business Districts. Mows and maintains open space areas such as baseball and soccer fields, mows and removes weeds and cleans and maintains tennis courts and nets. Maintains sprinkler systems and assists in the repair and installation of sprinkler lines and heads; maintains, cleans, paints and repairs lamp posts including cleaning glass and changing light bulbs. Maintains, washes, paints and repairs or replaces public benches as needed. Drags ball fields and lines fields for games. Inspects, washes, paints and repairs or replaces park tables and slabs.

Performs minor semi-skilled maintenance such as painting, plumbing, carpentry and unskilled work. Performs routine maintenance on lawn and power equipment. Plants and maintains lawns, trees, shrubs and flowers. Carries out the seeding, top dressing, soil conditioning and watering of the City’s parks, and Historic and Downtown Business Districts. Performs routine maintenance on lawn and power equipment and tools, including electric motors, pumps, sprinklers, tractors, mowers, weed eaters and irrigation systems. Operates tractors, mowers, jack hammers, trucks steam cleaners, buffers, washers and other listed equipment as needed. Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions. Collects and disposes of solid waste from buildings and grounds including emptying trash and relining cans with liners; picks up litter from premises. Sets up and takes down equipment for various programs and prepares facilities for program use. Assists in the hanging of decorative banners or signs as needed. May be required to assist in the construction of new facilities and in the maintenance and repair of streets and sidewalks as needed. Keeps records of work completed.

Graduation from a high school or GED equivalent preferred. Considerable knowledge of equipment, materials and supplies used in building and grounds maintenance; considerable knowledge of equipment and supplies used to do minor repairs; some knowledge of first aid and applicable safety precautions. Possession of a valid Massachusetts driver license and good driving record. Operates motor vehicles on a regular basis. This position requires an alternating seven (7) day work schedule and may include some Saturdays and Sundays.
