Six Fugitives Added to Most Wanted Sex Offenders List

The Massachusetts State Police today announced the addition of six fugitives to its list of Most Wanted Sex Offenders. The fugitives are actively being sought by the State Police Violent Fugitive Apprehension Section. All of them have been classified by the Massachusetts Sex Offender Registry Board as High Risk, Level 3 Sex Offenders.

We are seeking the public’s help in locating these fugitives, so that we can ensure they comply with the sexual offender registration law, which is a public safety measure that allows members of the public to be aware of high risk sex offenders who live or work near them. Anyone who has information about these fugitives or their whereabouts should call the Massachusetts State Police Violent Fugitive Apprehension Section at 1-800-KAPTURE (1-800-527-8873).

The six fugitives are as follow:

CALED M. DONATIU, D.O.B. 8/23/83, wanted for failure to register as a sex offender and failure to provide a sample to the DNA database as required by law. He is required to register and provide the sample as a result of a 2008 conviction in Essex County for indecent assault and battery on a child under 14. The conviction stemmed from an incident in which DONATIU followed an 11-year-old girl as she walked along several blocks in Salem, before ultimately grabbing her and forcing her into an alley, where he assaulted her. DONATIU has previous ties to Everett, Peabody, Lynn and Boston.

REGGIE C. ELLENWOOD, D.O.B. 8/14/57, wanted for failure to register as a sex offender, which he was required by law to do as a result of his 1992 convictions in Essex County for eight counts of rape of a child and six counts of indecent assault and battery. The victims in the case were two pre-teenage girls whom ELLENWOOD sexually assaulted repeatedly over an extended period of time. He also has previous convictions in Massachusetts for assault and battery with a dangerous weapon (rifle) and accosting. He has past ties to Haverhill, Lynn, Boston and Lawrence.

SCOTT A. HALLE, D.O.B. 1/23/71, wanted for failure to register as a sex offender. HALLE is required by law to register as a result of his 2000 convictions in Plymouth County for rape and for indecent assault and battery on a person 14 or older. The conviction stemmed from a sexual assault in Marshfield. HALLE has been convicted for failure to register as a sex offender on three previous occasions. He is believed to be homeless.

PEDRO MUNOZ, D.O.B. 11/1/58, wanted for failure to register as a sex offender and failure to provide a sample to the DNA database as required by law. He is required to register and provided a sample as a result of a 1982 conviction in Worcester County for rape of a child. The victim was 13 years old. MUNOZ was previously listed on the Massachusetts State Police Most Wanted Sex Offenders list several years ago, and was captured in Pennsylvania in 2008 as a result of that listing. Additionally, MUNOZ was convicted in Pennsylvania of statutory rape and corruption of a minor in 2000, in case in which the victim was 16.

LENNY E. SANTIAGO, D.O.B. 7/18/81, wanted for failure to register as a sex offender, which he is required by law to do as a result of a 2002 conviction for two counts of indecent assault and battery on a person 14 or older and three counts of open and gross lewdness and lascivious behavior. The victims in this case were three women who were complete strangers to SANTIAGO – two of whom were jogging on the street, the third pushing a baby stroller, in Methuen. SANTIAGO has a previous conviction in Massachusetts for failure to register, as well as a Pennsylvania conviction for aggravated assault.

MIGUEL VILLEGAS, D.O.B. 3/26/68, wanted for failure to register as a sex offender, two counts, which he is required by law to do as a result of his 2003 conviction in Worcester County of two counts of rape of a child and single counts of indecent assault and battery on a child, dissemination of matter harmful to a minor, and open and gross lewdness and lascivious behavior. The victim in the case was six years old. VILLEGAS has previous convictions for assault with a dangerous weapon (knife); assault and battery; breaking and entering; threatening to commit a crime; and other offenses. He has extensive ties to Worcester and New Jersey, and has also been homeless in the past.

Each of these fugitives should be considered dangerous. Anyone who sees them or knows of their whereabouts is asked to not approach them, but rather to call the State Police Violent Fugitive Apprehension Section at 1-800-KAPTURE (1-800-527-8873). We thank the media and the public for their help.
