New Bedford man on Massachusetts “Most Wanted” list for Armed Kidnapping and Rape, captured in Philadelphia

A man wanted for kidnapping and raping a woman at knifepoint in New Bedford two years ago was captured last week after the Massachusetts State Police Violent Fugitive Apprehension Section (MSP VFAS) and United States Marshals Service (USMS) tracked him to Philadelphia.

Within the last two months MSP VFAS and USMS began developing new information on the potential location of the fugitive, CARLOS VIZCAINO, 34, who had previously been added to the MSP’s Most Wanted list. The intelligence was provided to the USMS’s Philadelphia office, which established surveillance on the address.

On April 21 the surveillance team observed VIZCAINO outside the residence and took him into custody without incident. Intelligence indicates VIZCAINO was living at that address.

VIZCAINO was immediately charged as a fugitive from justice; he will be returned to Massachusetts to face charges of rape, armed kidnapping with sexual assault, assault and battery with a dangerous weapon, and assault with a dangerous weapon in connection with the New Bedford attack. He will be additionally charged with drug and motor vehicle offenses stemming from separate incidents.

On the early morning of May 31, 2018, New Bedford Police responded to a report of a woman without clothes running from a vehicle on Kilburn Street. Officers located the woman, who had serious injuries and was transported to a hospital. Subsequent investigation revealed the woman had been held against her will at knifepoint and sexually assaulted for several hours. The New Bedford Police investigation identified the suspect as VIZCAINO.

New Bedford Police detectives, MSP VFAS Troopers, and USMS Deputy Marshals immediately began working to locate VIZCAINO. The investigation revealed that VIZCAINO had numerous aliases and a lengthy criminal record across the state. The fugitive was placed on the MSP Most Wanted list, the investigation continued, and information was eventually developed leading investigators to Philadelphia.
