David Gingerella appointed new Vice Chancellor for Administration and Finance at UMass Dartmouth

Will bring nearly three decades of experience at a diverse set of higher education institutions as the University positions itself for the future

“David’s 27 years of experience and success at a diverse array of higher education institutions will add great value to UMass Dartmouth as we all work together to position the University to excel on a rapidly shifting economic landscape,” Chancellor Robert E. Johnson said. “His track record of making a university’s financial assets work best for students and those who teach and serve students is impressive.”

As Vice President of Administration and Finance and Chief Financial Officer at Rhode Island College from 2016-2018, David managed multiple departments including budget, finance, human resources, information technology, public safety, auxiliary services, and facilities. He established policies and procedures to integrate fiscal, technological, facilities and personnel planning to ensure their alignment with the College’s mission and vision.

Among his key accomplishments: the elimination of construction backlogs, reconstruction of the College’s two largest classroom buildings, development of a comprehensive and transparent budget process, and the establishment of policies and procedures that reflected the growing number of non-traditional students.

Prior to his Rhode Island College experience, David served for five years as the Vice President of Administration and Finance and Chief Financial Officer at Northern Essex Community College where he worked closely with state officials to draft a comprehensive financial allocation formula that right-sized the College’s state funding. He also obtained $6 million from the state for energy efficiencies upgrades and $2 million for National Grid for lighting upgrades.

As a finance and business operations executive from 2002 to 2010, David implemented a streamlined capital budget process, coordinated several major science building projects, and managed $240 million-plus in capital improvements. He developed the University’s first comprehensive Shared Services Center, resulting in improved transparency of sponsored research fiscal oversight and upgraded business services to support faculty university-wide.

David also brings enrollment-related expertise, having served as the Dean of Continuing Education and Dean of Student Finance and Records, and Chair of the Enrollment Retention Committee during a 10-year stay at Roger Williams University. As an adjunct business professor, he won “Outstanding Teacher of the Year.”

The VCAF serves as the University’s chief financial and administrative officer and is directly responsible for budget planning, audit, and financial reporting; facilities operations; capital planning and construction; environmental health and safety; and human resource operations. The VCAF also collaborates with the University of Massachusetts System as the primary point of contact to the System office, state agencies, and other affiliates on financial and business matters.

David holds an MBA from Rensselaer Polytechnic Institute and a BS in Accounting from Roger Williams University. He begins on February 25, 2019.
