Massachusetts Man Indicted for Stealing more than $420,000 Government Benefits

An Arlington man was arrested on Friday, Dec. 13, 2019, and charged with fraudulently receiving disability benefits from the Department of Veterans Affairs and the Social Security Administration.

Patrick Quinn, 47, was charged with two counts of theft of public funds and two counts of making false statements. He was released on conditions following an initial appearance in federal court in Boston.

According to the indictment, since January 2012, Quinn stole more than $420,000 in veterans benefits and Social Security benefits by falsely telling the Department of Veterans Affairs and Social Security Administration that he was unable to work due to a disability, when in reality, he owned and operated Quinn Insurance Group, Inc.

The charge of theft of public funds provides for a sentence of up to 10 years in prison, three years of supervised release, and a fine of $250,000 or twice the gross gain or loss, whichever is greater. The charge of making a false statement charge provides for a sentence of up to five years in prison, three years of supervised release, and a fine of $250,000 or twice the gross gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors.

United States Attorney Andrew E. Lelling; Jeffrey Stachowiak, Acting Special Agent in Charge of the Department of Veterans Affairs, Office of Inspector General, Northeast Field Office; and Scott Antolik, Special Agent in Charge of the Social Security Administration, Office of Inspector General, Office of Investigations, Boston Field Division, made the announcement today. Special Assistant U.S. Attorney Karen Burzycki of Lelling’s Major Crimes Unit is prosecuting the case.

New Bedford’s Zeiterion Performing Arts Center cancels the “Edward Twins” performance for use of blackface

Zeiterion Performing Arts Center has canceled The Edward Twins performance on May 2 due to their use of blackface. The Edwards Twins are impersonators and, although they were not impersonating artists of color on the Zeiterion stage, they do impersonate them at other venues. Our community let us know that the fact they use blackface at all, is what matters.

Blackface perpetuates systemic racism, which contributes to the marginalization of black people, and the marginalization of anyone jeopardizes the safety of our community. The use of blackface by any performer regardless of their stated intent, is dehumanizing and to dehumanize any group of people does not reflect the values of the Zeiterion.

Booking this show has caused pain to members of our community and for that we are deeply sorry. As a result, it has led us to reflect as an organization and commit to policies that cultivate an environment of inclusivity. As we continue this work, we welcome feedback from you. Taunton Heroin Trafficker/Domestic Abuser Convicted At Trial

A 35-year-old Taunton man was convicted of trafficking heroin and assaulting his girlfriend after a three-day jury trial despite the assault victim’s lack of cooperation in the case, Bristol County District Attorney Thomas M. Quinn III announced.

Dustin Marques was convicted by a jury of his peers of trafficking in excess of 18 grams of heroin, and assault and battery last week in Fall River Superior Court.

On November 22, 2018, the victim went to the Taunton Police Department to report a past abuse from three days prior. She told the police the defendant struck her with his Play Station handheld game controller. During the interview, police took her statement and took photographs of a severe bruises on her leg and arm.

When police arrived at the defendant’s Whittenton Street apartment, they witnessed him snorting lines of a powdery white substance. While placing the defendant under arrest, police found a baggie with 28 grams of heroin in his pants pocket.

Shortly after the arrest, the victim became uncooperative with the prosecution and refused to show up for trial during the first two days. When she was finally locate by police and brought to the courthouse to testify, she became a hostile witness and testified in a manner to minimize the allegations of assault. Despite her lack of cooperation, Assistant District Attorney Shawn Guilderson was successfully able to get the victim’s initial report and the photographs of her injuries into evidence.

The defendant was sentenced by Superior Court Judge Debra Squires-Lee to serve four years in prison, to be followed by two years of supervised probation.

“I am pleased that the jury held the defendant accountable for assaulting his girlfriend and selling heroin, despite the victim not cooperating,” District Attorney Quinn said. “The defendant has a lengthy record and needs to be kept off the street to protect the public.”




Massachusetts State Troopers arrest driver for OUI after rollover

At approximately 2:20 a.m. Troopers from State Police-Boston responded to a rollover crash on Storrow Drive eastbound at Clarendon Street in Boston. Upon arrival Troopers located a 2019 Nissan Rogue on its side against a building at the corner of Clarendon and Back Street.

Preliminary investigating by Troopers indicated the Rogue, which was being operated at an excessive speed by a 23-year-old Boston man, struck a retaining wall, rolled over, and struck the building.

Troopers spoke to and made observations of the driver and lone occupant of the Rogue and administered a portable breath test. As a result of their investigation, the operator was determined to be impaired and placed into custody.

He is identified as DEVANSH KUMAR, 23, of Boston. KUMAR was transported to State Police-Boston, where a breathalyzer test was administered. He was booked on charges of OUI-Liquor; Negligent Operation of a Motor Vehicle; Marked Lanes Violation; and Speeding.

KUMAR was not injured. He will be arraigned in Roxbury District Court.

Troopers were assisted at the scene by Boston Fire and EMS.




Dartmouth Domestic Assault Leads to Prison Sentence

A 34-year-old Greenwich, RI man was convicted of assaulting and pointing a gun at a woman in his car in Dartmouth was sentenced to serve two-and-a-half years in state prison last week in Fall River Superior Court, Bristol County District Attorney Thomas M. Quinn III announced.

Brandon Genereaux pleaded guilty to indictments charging him with assault and battery with a dangerous weapon, assault with a dangerous weapon, assault and battery on a family or household member, possession of an illegal firearm, unlawful possession of a large capacity feeding device and possession of cocaine.

On July 25, 2018, the defendant and the female victim were in his car in Dartmouth when he struck the victim repeatedly. During the assault, the defendant who was abusing cocaine and liquor, slammed her head into the car door and dashboard. When the victim attempted to exit the car, the defendant forcibly pulled her back in by her hair and bit her. He then pulled out a gun, began waving it and threatening her with it.

Dartmouth Police investigated the incident after the female reported it and found the defendant and his car. Inside the car, police found cocaine, pills, sleeping pill, a Glock handgun, and two large-capacity magazines. One of the magazines was loaded with 12 rounds.

The defendant was held in custody as a danger since his arrest. He has a seven page criminal record in Rhode Island, has three cases open in Worcester and one case open in Fall River.

The case was prosecuted by Assistant District Attorney Courtney Cahill and the state prison sentence was imposed by Judge Debra Squires-Lee. In addition to the prison time, the defendant must also complete a three year probationary period upon his release from incarceration.

“The defendant engaged in violent and manipulative conduct fueled by drugs, and does not belong on the street. He is a dangerous individual who has a significant record with charges pending in another county. This case again highlights the importance of detaining dangerous defendants without bail so they cannot commit more crimes before their cases are resolved,” District Attorney Quinn said.

New Bedford home owners to see an average tax increase of $114 in 2020

On average, homeowners in New Bedford will see an increase of $114 in 2020. In 2019, the average homeowner saw an average increase of $220 making the increase $334 over the past two years.

On Wednesday, the New Bedford City Council voted 6-4 to lower the tax rates for both residential and commercial properties, but because the value of single-family and two-family homes is up by 5% – the average homeowner will see an increase of $114 on their tax bill for 2020.

The residential tax rate will be set $16.16 and the commercial rate will be set at $33.59 per $1,000 of valuation.
In 2019, the rates stood at $16.47 and $34.84.

Mason – City of New Bedford

PAY: $17.42hr – $24.18hr

Performs work involved in the construction and repair of structures made of brick, stone, concrete blocks and tiles such as wall, floors and other structural projects. Performs masonry repairs and brickwork, pours new concrete sidewalks, installs blue stone and pours foundations.

Thorough knowledge of laying bricks, stone, concrete blocks and tiles in construction, alteration or repair of walls, floors, passageways or other structures. Constructs and repairs brick work in sewers, catch basins and manholes. Lays and sets cut stone. Performs all phases of cement work.

High school graduate or GED equivalent preferred. Possession of a valid Massachusetts driver’s license and good driving record.

Requires two years’ paid experience in masonry trade. Knowledge of equipment, materials and supplies used in masonry work, and equipment and supplies used to do minor repairs. Skills in operation of listed tools and equipment. Ability to work independently and complete daily activities according to work schedule. Ability to lift heavy objects, walk and stand for long periods of time and perform strenuous physical labor under adverse field conditions.

Sewage Disposal Systems Maintenance Foreman – City of New Bedford

PAY: $19.23hr – $27.18hr

Assists in the supervision of maintenance staff under the direction of the Superintendent of Wastewater. Assists in planning and scheduling maintenance and preventive maintenance work of the pumping stations and wastewater system to make maximum effective use of employees, equipment and material within an approved budget and quality standards.

Develops and implements a program to meet the preventative and emergency maintenance of the wastewater systems including unplugging blockages, flushing and rodding lines to prevent blockages and accumulation of grit, rags and other debris. Makes inspections to check that standard maintenance procedures are being followed.

Reviews the maintenance needs of the pumping stations and wastewater system, and develops procedures and programs for the maintenance and preventative maintenance of the system and related appurtenances. Investigates, diagnoses and recommends correction of abnormalities occurring within the pumping station, wastewater system, structures and related appurtenances.

Makes continuous inspections to check that standard maintenance procedures are being followed and detects the existing or potentially unsafe or unhealthy working procedures, equipment or conditions.

Participates in safety committee activities.

High school education or GED equivalent is highly regarded. Five years of progressively responsible experience in mechanical maintenance and the maintenance of wastewater systems and appurtenant structures and devices. Eligible for, or possession of, certification in wastewater collection maintenance at the appropriate level required of the New Bedford system.

Assists in the daily operations of the Circulation Desk, monitors the borrowing of materials and performs related public service duties as required. Must be available some nights and Saturdays.

Provides courteous public service at the circulation desk by responding promptly to patron requests according to established procedures. Promotes library service to the community by assisting in the planning and implementation of library programs. ELECTRICIAN

Performs skilled electrical work at the journeyman level. Installs, tests, repairs and maintains electrical circuits, wiring systems, fixtures, appliances and equipment. Massachusetts State Police deliver more gifts for the Marine Corps Reserve Toys for Tots toy drive

“Christmas came early at the Ted Williams Tunnel Barracks (H-9) with a sleigh full of presents for Marine Corps Reserve Toys for Tots toy drive. Trooper Derek Brozowski, a former Marine infantry officer who served 2 tours of duty with the Marines in Afghanistan, organized the barracks effort that led to a legendary haul for children in need. Trooper Brozowski, with the assistance of Trooper Eben Sullivan, delivered an entire, full-size pickup truck worth of toys to the Toys for Tots processing center in Boston. Santa’s sleigh couldn’t accommodate the number of toys that he delivered.

The efforts of Trooper Brozowski and all of the other Troopers at H-9 were so effective that they are still receiving donations. In fact, someone arrived today and delivered ten shopping bags from Target chock-full of brand new toys. Thank you to all who made this happen. Your efforts are greatly appreciated.

While toys can no longer be dropped off at State Police Barracks, you can still deliver toys directly to the TFT drop off center located at 262 Swansea Mall Drive in Swansea through Friday, December 20th.
