State Police Investigating Fatal Crash of Suspect Who Fled Motor Vehicle Stop

The suspect who fled the motor vehicle stop last night, and was determined to be deceased after rolling the motor vehicle he was driving over the sea wall on Quincy Shore Drive, is identified as PETER J. BOYLAN, 50, of Quincy. He was operating a 2003 Mercedes E320W sedan.

His passenger, who was ejected and transported to Boston Medical Center, is a 27-year-old Quincy woman.

The vehicles that BOYLAN struck while fleeing were a 2016 Toyota Camry and a 2012 Toyota Highlander utility vehicle. The operator of the Highlander is a 36-year-old Quincy male who was also transported to Boston Medical Center. The operator of the Camry is a 54-year-old Quincy woman who was not injured.

Preliminary investigation indicates that BOYLAN fled a motor vehicle stop being conducted by a State Trooper on Quincy Shore Drive, drove southbound on that road at a high rate of speed, crossed the median and struck the Camry and the Highlander. The suspect’s Mercedes then struck the curb, went airborne, and rolled over the sea wall onto the beach, an approximate 10-foot drop. The reason for the initial stop of the Mercedes was motor vehicle violations.

The crash remains under investigation by Troop H of the Massachusetts State Police with assistance from the State Police Collision Analysis and Reconstruction Section, the State Police Crime Scene Services Section, and the State Police Detective Unit for Norfolk County. No further information is being released at this time.

K9 Brutus Locates Operator Who Fled Motor Vehicle Crash in Holyoke

On Monday January 15th just after midnight, Holyoke Police requested K9 assistance for a motor vehicle crash where the operator fled on foot. Trooper Matt Donah of the K9 Unit responded to assist.

Trooper Donah deployed K9 Brutus from the crashed vehicle. On the opposite side of the street from the vehicle, Brutus acquired a scent and began tracking down the street. Approximately 150 yards down the street, Brutus hooked left into the tall reeds along a body of water causing Trooper Donah to fall through the ice. Brutus then located the operator lying down hiding and partially submerged in two-feet of water.

Holyoke officers were able to remove the operator from the water and he was transported to the hospital with hypothermic symptoms. The operator was later charged by Holyoke Police for OUI alcohol second offense and leaving the scene of a property damage crash.




Couple charged with rape after allegedly drugging female victim in Wareham motel

As the result of an investigation conducted by Wareham Police Department detectives concerning a sexual assault incident reported by a female receiving medical treatment in a Boston hospital, a 39 year old male and a 30 year female have been charged with Aggravated Rape, Drugging a Person for Sexual Intercourse, and Selling Liquor to a person Under 21.

The investigation was initiated when the female victim was found unresponsive in a vehicle parked in Morton Park in Plymouth MA on the morning of Monday, January 8th and transported to a Boston area hospital, where she recovered and reported being sexually assaulted while drugged at the Rosewood Motel in Wareham by a couple she met online.

According to the victim, she met the couple at the Plymouth park and was transported to Wareham, where events transpired in the motel room, including drinking and drug use that affected her control of the situation and led to the sexual assault committed by the couple. In an unconscious state, the female victim was transported back to Plymouth and placed into her vehicle during the frigid temperatures until she was discovered by Plymouth Police Department in an unresponsive state.

Investigation of the matter by Wareham detectives, assisted by the Plymouth Police Department Street Crimes Unit, Mass. State Police VFAS Unit, and the Barnstable County Sheriff’s Department led to further information and arrest warrants obtained for 39 year old Michael Botelho of Plymouth, MA and 30 year old Stephania Cyr of Hull, MA. Mr. Botelho was arrested on January 19th at a food court in Kingston Collections, while Ms. Cyr was arrested in Hull, MA on January 18th.

Both are currently being held in custody after being arraigned at Wareham District Court.




Congressman Keating issues statement on vote to re-open government

“I want to reinforce the bipartisan efforts of my colleagues in the Senate who fought hard for a chance to protect the 800,000 Dreamers who came here as children. While I share a degree of skepticism that Republicans will keep their word to resolve this critical issue in good faith, I believe the best course is to hold them to their commitment and reopen the government for the next three weeks.

“The hard reality remains that we found ourselves in a shutdown because of a core inability of Republicans – who are in complete control of all three levers of government – to govern. Almost 100 people a day are dying from the opioid epidemic; community health centers are on the verge of closing due to lack of funding; despite a year of catastrophic weather events, disaster relief for far too many families hasn’t come; and the list goes on and on. The Trump Administration and Republican majority cannot continue to lurch from crisis to crisis, stripping money from fundamental needs here at home.”




New Bedford ranked 6th highest for commercial tax rates in Massachusetts for 2018

According to Boston Business Journal, New Bedford ranked 6th highest for commercial tax rates in Massachusetts for 2018, up from #8 in 2017 (even though the tax rate went down slightly). Only Westfield, Holbrook, Springfield, North Adams and Pittsfield ranked higher. Comparable Fall River ranked #19.

New Bedford’s commercial tax rate for 2018 is set at $35.65 per $1,000 in assessed value roughly 10% lower than the Pittsfield’s top rate at $39.98. The median commercial property tax rate is at $17.54 per $1,000 which puts New Bedford about double the state median average.

“New Bedford’s tax rates, both commercial and residential, are not sustainable given the rising cost of municipal health care and charter schools. This is precisely why I re-introduced a proposal for the City Council to adopt municipal health reform just like Fall River and most of the other communities in the state. We need to ease the burden on tax payers, and should not wait until there is a crisis to act,” said Mayor Jon Mitchell.

Such a high rate can keep people from opening a business in New Bedford with high tax rates or rent. For example, the owner of a $500,000 commercial property in New Bedford would pay $17,825 in yearly property tax ($35.65 rate) compared to just $8,770 in most parts of the tax ($17.54 rate).

“The challenge in any older city fighting to thrive is the cost of operating that city, including legacy costs, older infrastructure and schools,” Said Rick Kidder, President/CEO of the SouthCoast Chamber. “No one wants higher taxes, and we hope that the higher taxes paid yield the highest quality service to all taxpayers – business and residential. The Mayor and the City Council are, I know, sensitive to this topic, especially as the cost of doing business rises. High taxes are barriers to success which can only be mitigated by superior service and value. New Bedford is working hard on the essential but “non-sexy” stuff of infrastructure, lead piping, trying to improve educational outcomes. Businesses pay a much higher tax rate than residential homeowners which can have a chilling effect in prices which pass down to us all.”

For residential tax, New Bedford did not make the top 20 list.




New Bedford police investigating homicide of 34-year old woman

New Bedford Police and Massachusetts State Police Troopers assigned to this office and Homicide Unit prosecutors are actively investigating a homicide, which occurred in The City of New Bedford early this morning.

New Bedford Police and EMS responded to 387 Ashley Boulevard around 1:19 am today in response to calls regarding a woman screaming and bleeding outside of that residence. The Wareham woman, later identified as 34-year-old Chantel Bruno, was rushed to St. Luke’s Hospital, where she pronounced dead as a result of stab wounds at around 2:30 this morning.

The investigation is being coordinated by Assistant District Attorney Jason Mohan.

Enforces all provisions of 780 CMR, 521 CMR (Architectural Access Board) and any other State statutes, rules and regulations, and ordinances and bylaws, which empower the building official. Explains, interprets and provides guidance regarding all applicable codes within area of responsibility to architects, engineers, contractors, developers and other interested parties.

Works with departments to review residential properties that pose a health safety or risk to the community and are abandoned. Undertakes activities associated with code, safety and health review of violations specifically on abandoned properties targeted by the Housing Task Force. Conducts an initial visual inspection of abandoned residential properties to identify the occupancy status and the nature and extent of health, safety or code violations.

At least five years of experience in the supervision of building construction or design; or a four-year degree in a field related to building construction or design; or an Associate’s degree in a field related to building construction or design; or any combination of education and experience, which would confer equivalent knowledge and ability as determined by the BBRS. In addition, such persons shall have had general knowledge of the accepted requirements for building construction, fire prevention, light, ventilation and safe egress; as well as a general essential for safety, comfort and convenience of the occupants of a building or structure. Animal Control Officer – City of New Bedford

POLICE DEPARTMENT

Investigate reported animal bites. Respond to calls concerning unleashed/unlicensed animals, dead animals, nuisance complaints, violations of City and State laws, and the penalties applicable as specified under Massachusetts General Laws (MGL) Chapter 140.

Assess injured animals. Provide emergency care and transportation for injured wildlife and injured stray pets if no owner is present, and obtain medical treatment as required.

Compile and keep accurate records of all animal bites, stray dogs, nuisance reports and telephone calls pertaining to animal problems, including report writing and filing.

The availability of the Animal Control Officer is 24 hours a day to include emergencies, nights, weekends and holidays. Must possess a telephone.
