Mutual Combat: A solution to New Bedford’s violent crime and gangs?

When I was in high school in the 80’s, I boxed at Manny Burgo’s House of Champions in New Bedford. Growing up with only a mom, it was a much needed rite of passage for me – keeping me out trouble and providing structure and goals to my life. As boxing gym’s disappear in places like New Bedford, so do outlets for young men to release their anger and street violence fills the void.

One of New Bedford’s biggest problems when it comes to youth and gang violence is the lack of things to do and a place to release stress and aggression. I’m a firm believer that boys and men in New Bedford turn to street violence, stabbings and shootings, because they don’t know better and have no other outlets. Is it time to bring mutual combat – a fight among two people that is supervised by the police – to New Bedford? Other cities in Massachusetts with gangs and high violence? It’s not as outrageous as it may sound and already happening in places like Seattle, Washington.

I first learned about a “Mutual Combat” law in 2012 when Superhero “Phoenix Jones” was being harassed on the street in Washington State. The police showed up and Phoenix Jones evoked ‘Mutual Combat’. At that point, the police asked the other man if he agreed to fight. When the man said yes, the police became referees. Here’s the video:

The law in Seattle, and possibly other parts of Washington, basically allows fighting as long as there is no risks to property or non-fighting bystanders – probably why the police referee the fight. Here’s a look at the law:

Fighting.
A. It is unlawful for any person to intentionally fight with another person in a public place and thereby create a substantial risk of:
1. Injury to a person who is not actively participating in the fight; or
2. Damage to the property of a person who is not actively participating in the fight.

There doesn’t have to be a law on the books for police to consider mutual combat. in 2014, Actor Zac Efron was in a fight on Skid Row in Los Angeles and police dropped all charged because they considered it mutual combat.

I’m not proposing mutual combat on New Bedford streets. What I’m proposing is an official MMA/boxing ring where people can have mutual combat under the supervision of volunteer police officers. We pay police officers a ton of money per hour to stand at construction sites, why not pay them the same money to allow two gang members to settle their beef with their hands instead of with guns? Put the rings in the local Boys & Girls clubs and other recreation centers and just maybe the young men will decide to take advantage of other things like sports, art and other activities.

If done correctly, the outcome of mutual combat can be a strong bond between the opponents. If you’ve ever been part of a martial arts program that includes sparring, you understand the brotherhood that goes on between training partners. Supervised mutual combat can result in more friendships and less street violence.

OPINION: Concerned mother responds to finding out level 3 sex offender moved in next door

On February 7th, the Fairhaven police department made a public service announcement to inform the community about a level 3 sex offender living in it. The concern was “that this individual has a moderate or high risk to re-offend and that the degree of dangerousness posed to the public is such that public safety interest is served by public availability of registration information.

A level 3 sex offender is the highest tier of offense.

“Tier III categorizes those who are the most dangerous or repetitive sex offenders. Anyone convicted as a Tier II offender who reoffends is generally categorized in this third tier. These convictions are also punishable by one (1) or more years in prison. Offenses considered to be Tier III include:

• More severe or aggravated sexual abuse or assault (as compared to Tier II), or the conspiracy to commit such an offense;
• Engaging in a sexual act by force or threat;
• Engaging in a sexual act with another who is rendered unconscious, is involuntarily drugged or who is otherwise [in]capable of making a sound decision about the act or is unable to decline participation;
• Engaging in a sexual act with a child under the age of 12;
• For children under the age of 16, there are a variety of sexual acts defined in statute (see 18 U.S.C. 2246(2));
• Offenses noted in the Tier II section against whom the victim is 13 years of age or younger; and
Kidnapping of a minor (there are exceptions related to parents and guardians).” – Source

In response, a concerned mother, Tara O’Connell, responded and wanted her voice to be heard:

“An open letter to my new neighbor:

I first found out about you [sex offender] through texts and a Facebook post by the Fairhaven police department. It wasn’t your picture that was scary to me – I give everyone the benefit of the doubt at first – it was the description of your status as level 3 that threw my heart into the bottom of my body.

I was initially overwhelmed by fear and thought about ways in which my 7 and 4 year old can be made aware of you without being frightened. Our yards connect and it simply had to be discussed. After our talk, as constructive as I thought it was, my son clung to me that night and wouldn’t sleep in his room. I went to bed and thought about my neighborhood and how freely the children of Hamlet Homes can walk to and from the bus stop without fear because this is a neighborhood where children thrive.

This is a neighborhood where bikes are ridden, puddles are splashed in, and the first sign of street lights is when it is time to come home. This is a neighborhood where trees are climbed and branches are bounced on so high they could touch the sky. It’s one where knees are skinned and dirt is a main component of our children’s wardrobe in the summer. This is a strong neighborhood with deep roots, and a playful heart, and your presence has darkened that.

My next feeling was disgust. My fear of you does not stem from a place of unknowing and judgement. I know you are sick and overcome by evil, and though I do not feel bad for you in the least, I will still pray for you. But I will pray harder for the children’s lives you have affected by your actions.

See my fear of you stems from a deep, dark place. Though a paper may state what level you are, it does not begin to describe the damage you have caused. I know, because I was a recipient of that damage. I was 10. I know what it is like to feel pushed in a corner by an overwhelming and unwanted presence. I know the pain and confusion a child feels when you decide to do what you do, to your victims. I know the pain all too well… the pain that takes years to heal and overcome. The pain that throws road blocks in our growth as individuals, forms instant mountains in front of us and makes us feel unimaginable shame for something we had no control over.

There are endless repercussions and sadly they are on the victim. Those wounds will stay with us forever. I ask myself why? Why did you have to move next to us? Then I realize, in our system you are now free to do as you please. Hopefully you are trapped in a prison that is yourself, in the same way you have left your victims. Because what happens after molestation and the healing that comes after is like we are confined to a prison. The only freedom you will find is in God.

So out of fear…I was going to take down my daughters sheer flowery curtains that hang in her room that let the morning light seep through to wake my precious girl in exchange for dark ones but I said “No.” I was going to refuse to let the loves of my life climb our tree in the back yard. The tree my daughter and her friends love to climb and sing in, that overlooks your yard, but I said “No.”

My fence may go higher and our locks more secure, but I refuse to hold my children captive and change our life because you are my neighbor. I will now be a mama bear, and my need to protect now surpasses all other needs.

Our neighborhood will grow stronger, and our roots will grow deeper. You are an unwanted presence, but one we will overcome. We will teach our children about real threats in life, because sadly you are so close to home and we will look out for each other like we always have and hopefully soon you will move on to wherever it is you go.

Our neighborhood and our children will remain safe and we will make sure of that. All eyes are on you. I am not writing this to wish you unfair treatment. I am writing this to wish you everything that you deserve. .

Community Preservation Committee to consider funding for 2018 projects at final public hearing

The City of New Bedford’s Department of Planning, Housing and Community Development announced that the city’s Community Preservation Committee (CPC) is hosting its final public hearing on Tuesday, February 13, at which CPA project proposals will be presented before the CPC. This is an opportunity for the public to comment on the project proposals being considered for funding in fiscal year 2018.

The Community Preservation Act (CPA) was adopted by New Bedford voters through a ballot question in November 2014. This statewide enabling legislation allows communities to create dedicated funding for: Open Space, Outdoor Recreational Facilities, Historic Preservation and Affordable Housing activities in the city. Oversight of this process rests with the Community Preservation Committee (CPC), the body established by the City to oversee the CPA program in New Bedford.

In June of 2017 the CPC hosted three community meetings that invited the public to provide comments and suggestions for the community’s goals and objectives for Open Space, Outdoor Recreational Facilities, Historic Preservation and Affordable Housing that were used in developing a Community Preservation Plan. The input provided by citizens at these well-attended meetings has been incorporated into the Plan, and a final Community Preservation Plan was adopted on August 22 by the CPC.

The CPA fund has over $2.9 million available for projects and in the fall of 2017 began the application process for eligible projects. The CPC is currently in the course of reviewing the proposed projects and is conducting the public hearings in order for the applicants to present their project proposals to the CPC as well as to the community in a public setting. Once the CPC has reviewed and selected the projects, the CPC will recommend project applications to the City Council for final consideration and awarding of funds.

The hearing will be held in City Hall at 6:00 p.m., on Tuesday, February 13 in Room 314 and the following project proposals will be heard at the meeting:

Massachusetts man arrested on drug, gun charges after driving without headlights

Yesterday at about 8:15 p.m., State Police arrested a man in the City of Worcester on gun and drug charges.

Trooper Evan Brent, a recent graduate of the 83rd RTT, was on patrol with his Field Training Officer, Trooper Jeremiah Dwyer, when he observed a 2003 Infinity i35 traveling on Southbridge Street commit motor vehicle violations. The troopers stopped the vehicle and determined the operator, a 25-year-old Worcester man, was driving on a suspended license.

The driver was placed under arrest and, during a motor vehicle inventory, troopers located a .40 cal. Glock with a high capacity magazine and a quantity of substances believed to be concentrated THC and marijuana.

The driver was booked on the following charges:
1. Unlawful Possession of a Firearm
2. Possession of Ammo without an FID Card
3. Possession of a Class C Substance
4. Operating After Suspension
5. Marked Lanes Violation
6. Driving Without Headlights

He was held on $4,500.00 bail pending his arraignment in Worcester District Court on Monday.




Two Massachusetts men charged with heroin trafficking after texting while driving

On Thursday, the Troop-A Community Action Team was out in force in the City of Lawrence and netted a large quantity of heroin in two arrests.

At about 3:45 p.m., Trooper Brendan Cain of the Troop A Community Action Team stopped a 2011 Ford Edge for motor vehicle violations and defective equipment on Woodland Street in Lawrence. Trooper Cain determined that the operator, MANUEL MOREL-RODRIGUEZ, 26, of Lawrence, was unlicensed and placed him under arrest.

Further investigation led to the discovery of approximately 130 grams of a substance believed to be heroin/fentanyl and approximately 12 grams of a substance believed to be cocaine secreted inside the vehicle.

RODRIGUEZ was charged with the following offenses:
1. Trafficking in over 100 grams of a Class A substance
2. Possession with intent to distribute a Class B substance
3. Texting while driving
4. Marked lanes violation
5. Defective equipment (cracked windshield)

RODRIGUEZ was held on $100,000 cash bail and transported to Middleton HOC pending his arraignment in Lawrence District Court on Monday.

At about 7:30 p.m., Trooper David Lucas, also of the Troop-A Community Action Team, stopped a 2005 Ford Escape on Lawrence Street in Lawrence for a motor vehicle violation and defective vehicle equipment. Trooper Lucas determined the operator had a forged driver’s license. Further investigation revealed approximately 500 grams of a substance believed to be heroin secreted in the vehicle.

The operator, CARLOS VALDEZ-SANTIAGO, 46, of Dorchester, was placed under arrest and charged with the following offenses:
1. Trafficking in over 200 grams of a Class A substance
2. Forging a RMV document
3. Number plate violation
4. Texting while driving

VALDEZ-SANTIAGO was held on $100,000 cash bail pending his arraignment in Lawrence District Court on Monday.




Stoughton man veers off road and kills 74-year old pedestrian

Today, at about 11:30 a.m., a vehicle traveled off the road and struck a pedestrian on High Street in Canton, resulting in one fatality.

Preliminary investigation by Sergeant Robert Fries indicates that a 48-year-old Stoughton man was traveling on High Street in a 2016 GMC Sierra pickup truck when, for reasons still under investigation, his vehicle left the roadway and struck RALPH HAWKINS, 74, of Canton, who was standing on the property of 147 High Street. HAWKINS was transported to Boston Medical Center where he was subsequently pronounced deceased.

This crash remains under investigation with assistance from Troop H detectives, members of the State Police Collision Analysis and Reconstruction Section, Crime Scene Services Section, and members of the Canton Police Department. No charges have been filed at this time.

State Police were assisted on scene by Canton Fire and EMS.

New Directions Southcoast 2018 Summer Jobs Application

Animal Control Officer – City of New Bedford

PAY: $16.89hr – $25.86hr
POLICE DEPARTMENT

Investigate reported animal bites. Respond to calls concerning unleashed/unlicensed animals, dead animals, nuisance complaints, violations of City and State laws, and the penalties applicable as specified under Massachusetts General Laws (MGL) Chapter 140.

Assess injured animals. Provide emergency care and transportation for injured wildlife and injured stray pets if no owner is present, and obtain medical treatment as required.

Compile and keep accurate records of all animal bites, stray dogs, nuisance reports and telephone calls pertaining to animal problems, including report writing and filing.

The availability of the Animal Control Officer is 24 hours a day to include emergencies, nights, weekends and holidays. Must possess a telephone.

High school graduate or GED equivalent; five years’ paid experience working with animals or related field preferred; or any equivalent combination of education and experience.

Working knowledge of animal handling procedures/practices, and applicable Massachusetts laws/bylaws governing the control and regulation of animals. Portuguese/Spanish speaking preferred.

Possession of valid Massachusetts driver’s license and good driving record.

Police Cadet – City of New Bedford

PAY: $11.00hr-$13.09hr

Assists Police Officers with administrative duties.

Maintains and files records, operates office machines, answers telephones, receives complaints, enters and indexes official documents, prepares routine reports, prepares and tabulates facts and figures for statistical purposes, and performs similar duties of an administrative rather than an enforcement types.

Shall not carry arms, nor shall he/she have any power of arrest other than that of an ordinary citizen.

Must be a New Bedford resident for the duration of employment. Cadet must be (eighteen) 18 years old. Employment is terminated on the Cadet’s 25th birthday.

High school graduate or GED equivalent. Possession of a valid Massachusetts driver’s license and good driving record.

Must be willing to work nights, weekends and holidays.

PARKS, RECREATION & BEACHES

Assists the Department of Parks, Recreation & Beaches (PRB) in maintaining and supervising various programs for children. Leads other in recreational activities and supervises all programs and other recreational activities within the recreation center, and at parks and community sites.

Ensures a safe, productive and caring environment for children and staff. Develops programming for children with the PRB staff. Provides guidance to recreational aides, volunteers, and participants in conducting recreation activities; and assists professional staff in planning and conducting recreation activities and events, in addition to providing customer service to the community. Supervises daily activities such as physical fitness, arts and crafts, and more. Responsible for providing a safe place for kids to learn and have fun. Performs data entry and other clerical functions as directed.
