On Saturday, December 12 from 11 a.m. to 6 p.m., UMass Dartmouth, AHA!, and the City of New Bedford will SPARKLE. This outdoor festival allows the community to engage in the spirit of the holidays while staying safe through social distancing.

SPARKLE will focus on the UMass Dartmouth College of Visual & Performing Arts (CVPA) Star Store and connect other downtown organizations and businesses to create a fun atmosphere while supporting downtown stores and restaurants. SPARKLE will officially begin with AHA! Night on Thursday, December 10, 5-8 p.m. This virtual event will celebrate the arts and culture of New Bedford with music, art exhibits, and discussions with local artists.

Saturday’s events will be staged on Purchase Street, where the block between Spring Street and Union Street will be closed, and in front of the Star Store. Programming is designed to enhance social distancing and will be conducted per all regulations governing outside activities during the COVID-19 pandemic.

December 12 events include:

• A diverse program of entertainment will be staged in the performance tent and the Swain Gallery in the Star Store at the corner of Union St. and Purchase St. and rechristened the City Stage. Performances in the Star Store will be visible through the gallery’s windows and the sound broadcast through speakers on the sidewalks outside.
• The Star Store windows will be decorated for the holidays and will offer greetings from the UMassD colleges and schools to the community.
• CVPA students and downtown businesses will offer window decorations as part of downtown New Bedford’s “Deck the Windows” projects.
• A variety of performing artists and organizations, including the Department of Music at CVPA, the New Bedford Symphony, Festival Ballet of Providence, the Zeiterion, Your Theatre, Seaglass Musical Theatre, 3rd EyE, The Groovalottos, and UNCG alumna and fado singer Candida Rose will perform.
• Santa Claus, in an antique fire truck, will ride through downtown New Bedford to wave to children.
• Two special North Pole mailboxes will be in front of the Star Store from 11 a.m. to 6 p.m. and the National Park Visitors •Center until 4 p.m. on Saturday, December 12 to allow children to drop off letters to Santa. Santa’s elves, with the help of Bishop Stang’s senior class, will make sure every letter with a return address is answered.

In order to protect the health and well-being of residents, employees, and visitors during the COVID-19 pandemic, the City of Salem is implementing additional public safety protocols for the weekends of October 23rd to October 25th and October 30th to November 1st. In addition to all Salem Haunted Happenings events being cancelled, which was announced in August, businesses are being asked to close early on October 23rd and October 24th. A Board of Health and Executive Order requiring early closures of businesses is anticipated for October 30th and October 31st. Visitors who are planning to come to Salem that weekend should postpone their visit to Salem.

“While we have seen around half the visitors to Salem this October than we’ve had in previous years, we still have had large numbers of people here throughout the month,” said Mayor Kim Driscoll. “Ordinarily, there is no better place to celebrate Halloween than Salem. Our first priority from the outset of this pandemic has been keeping residents, employees, and visitors healthy and safe. To help ensure we can meet that goal, we are taking action to limit the number of people who will be in Salem on Halloween and the day prior.”

MBTA Train Service

The City has worked with the MBTA to curtail trains to Salem over the final two weekends of October. MBTA commuter rail trains outbound from Boston will not stop at Salem station on October 23rd and October 30th between 7:00 p.m. and 11:30 p.m. or October 24th, October 25th, and October 31st between 11:00 a.m. and 11:00 p.m. Visit www.mbta.com/salem complete details and commuters should plan their travel accordingly.

Parking Restrictions

All City parking garages and lots will close to entering traffic at 2:00 p.m. on October 23rd and at noon on October 24th, October 25th, October 30th, October 31st, and November 1st. Salem residents with reserved parking spaces or who live downtown and any downtown business employee with proof of employment may enter and park in both City garages at any time at the regular parking rate and subject to available spaces. Exiting traffic will still be allowed. All privately operated parking lots are ordered to close to entering vehicles at these times, as well. The City’s “Universal Steel” parking lot at 297 Bridge Street will be closed to all parking Friday, Saturday, and Sunday for the next two weekends.

The MBTA garage will have restricted access for local parking from 6:00 p.m. to 11:00 p.m. on October 23rd and October 30th, noon to 8:00 p.m. on October 24th, noon to 6:00 p.m. on October 25th and November 1st, and noon to 11:00 p.m. on October 31st. During these times only commuter/transit users will be allowed to park in the garage.

The City is temporarily expanding resident parking areas to additional streets during the final two weekends of October and will be ticketing and towing illegally parked vehicles. See the attached map for the expanded resident parking streets. Hang tags and stickers will not be issued for the expanded resident parking areas. License plates will be run by police prior to towing in order to check the registered address of any vehicle.

Business Closures

The City of Salem is asking all downtown businesses to utilize reservations and to close or curtail activity by 8:00 p.m. on October 23rd and 24th to help mitigate the evening crowds that are anticipated for this traditionally busy weekend. No lines or waiting will be permitted on the public way after 8:00 p.m. on both Friday and Saturday, October 23rd and 24th. This includes retail, museums, attractions, walking tours, restaurants, and other businesses that are in the area designated on the attached map.

The City will order mandatory 8:00 p.m. closures of all downtown businesses for the weekend of October 30th and October 31st of retail, museums, attractions, walking tours, restaurants, and other businesses that are in the area designated on the map below. Further, the City anticipates that it may be necessary to close or restrict access to sections of the downtown, as necessary, throughout the day.

Traffic Control Points

The Salem Police Department will implement a Traffic Control Plan in approximately 15 locations throughout the City to assist non-residents in exiting the area. Traffic Control Points will be established October 24th, October 30th, and October 31st between noon and 8:00 p.m., or as circumstances may require. Police personnel will staff Traffic Control Points at each location to redirect vehicles and physical barricades will be in place to define closure at each location. Traffic Control Points will also have significant parking enforcement efforts, to further deter non-residents from parking in residential areas. These areas will be clearly marked. The Traffic Control Plan is subject to change based on actual traffic flow and congestion.

Liquor Sales

State law provides that restaurants with liquor licenses may serve alcohol between 11:00 a.m. and 11:00 p.m. Local licensing boards may grant extended closing hours between 11:00 p.m. and 2:00 a.m. In Salem, hours are extended to 1:00 a.m. In light of the pandemic, large crowds expected in our downtown in the coming weekends, and the resulting concern by local health officials of a potential increase in cases as a result, the Salem Licensing Board this week shall discuss and vote on rolling back the sale of alcohol at restaurants in the downtown Central Business District (B5) and Business Neighborhood (B1) zones to 11:00 p.m., the limit of the Licensing Board’s authority on closure time, for October 24th, October 30th, and October 31st. Essex Street Pedestrian Mall

Salem Police will restrict pedestrian access to the Essex Street Pedestrian Mall should crowds reach a level that is considered unsafe pursuant to public health guidelines. Police may close the pedestrian mall entirely for periods of time to de-densify crowds, as deemed necessary.

Triple Fines

Salem will again this year triple all City fines for the period of October 30th through November 1st, including fines for noise violations, resident parking violations, and public intoxication.

Halloween Night

All the customary Halloween night events in Salem have been cancelled, as was announced on August 4th. This includes all outdoor music stages and performances, beer gardens, and other activities, including the usual Halloween fireworks. There will be no events on Halloween night in Salem. Downtown businesses should close by 8:00 p.m. on Halloween night at the latest. Salem Police will close roads to through-traffic and pedestrians as circumstances warrant.

Trick-or-Treating

Trick-or-treating is not a City event. The decision to trick-or-treat is one that individual families should make on their own. Those who choose to engage in trick-or-treating should comply with the public health guidance issued by the Massachusetts Department of Public Health: www.mass.gov/news/halloween-during-covid-19. If trick-or-treating, families should not congregate with other family groups, should keep a face covering on at all times, and should stay six feet away from others. Anyone choosing to trick-or-treat should be out no later than 8:00 p.m. Those giving out candy should leave it outside for trick-or-treaters to take and only in individual, not communal, receptacles. Residents who do not wish to give out candy can indicate that by keeping their outside light off for the evening. Residents of other communities should not trick-or-treat in Salem.

House Parties

To help prevent the spread of COVID-19, residents, including Salem State University students, should avoid gathering for Halloween parties. Salem has previously suspended its reopening and remains in Phase III, Step 1, within which indoor gatherings are limited to 25% of the maximum permitted occupancy and no more than 25 persons in all. Violations of the gathering order may result in substantial fines and penalties.

These announcements all follow the City’s previous measures undertaken over the past several months to curtail the spread of COVID-19 in the community:

• Postponed the shift to Phase III, Step 2 reopening;
• Limited table capacities to six despite state allowances for up to 10;
• Canceled all Haunted Happenings parades, balls, festivals, and large events in August;
• Suspended all Haunted Happenings marketing earlier this year;
• Prohibited street performers in the central downtown area;
• Canceled the usual outdoor retail merchant activity on and along the pedestrian mall;
• Instituted a mandatory mask zone downtown and inside businesses;
• Published a crowd meter at www.salem.com/crowds to reflect downtown crowd levels on October weekends;
• Required those staying overnight in Salem to complete the local traveler form at www.salem.com/traveler;
• Established free COVID-19 testing in downtown Salem on weekdays; and
• Restricted access along the Essex Street Pedestrian Mall

In-person programs resume with measures to promote social distancing.

The Buzzards Bay Coalition has resumed its Bay Adventure activity series with more than a half-dozen free programs scheduled through the end of October. The programs aim to connect people to the resources of Buzzards Bay and the watershed, inspiring a sense of ownership of the local environment and a desire to explore further.

The upcoming Bay Adventures offerings are designed to appeal to a broad range of people—children to adults—covering a range of outdoor activities from art and astronomy to fishing and trail running, set in locations from Westport and Fall River to Bourne. Each program also will incorporate social distancing measures recommended by public health officials and required by state regulations.

Registration for all scheduled Bay Adventures is free, but registration is required as space is limited. The upcoming programs include:

Women on the Water—Shove off from the Onset Pier for a women’s fishing adventure on the Maureen Ann with Captain Kevin. Novice and experienced fisherwomen are welcome! We will provide life jackets if you need them. Thursday, Oct. 22 at 9 a.m.

Forage Foray—Mycologist Lawrence Millman will lead a mushroom walk in Myles Standish State Forest, focusing on ecology and identifying specimens rather than on edibility and medicinality. Saturday, Oct. 24 at 3 p.m.

Plein Air Landscape Painting—A painting class for all levels, whether a beginner or a seasoned artist. All equipment, supplies, and tools needed for outdoor acrylic painting will be included. The class will be held at Buttonwood Park in New Bedford. Sunday, Oct. 25 at 1 p.m.

Mindfulness: Awake in Nature—Enjoy the peace and beauty of nature with yoga instructor Jessica Webb and the Buzzards Bay Coalition during this mindfulness walk at Little Buttermilk Bay Woods in Bourne. Tuesday, Oct. 27 at 9 a.m.

Spooky Stargazing—We will be taking a journey from The Bogs in Mattapoisett through our solar system. Our craft will be a Celestron 8-inch SCT telescope with attached camera and monitor, making this a safe and socially distanced exploration. Wednesday, Oct. 28 at 7 p.m.

Watershed Runners—Join us at Copicut Woods in Fall River for a trail run through hardwood forests and serene nature. We’ll ramble from 3 to 5 miles, depending upon the interests of the group. Thursday, Oct. 29 at 4:30 p.m.

Costume Photoshoot and Harvest Hunt—A Halloween parade in the wilds of The Sawmill in Acushnet, along with a costume contest and harvest hunt. Saturday, Oct. 31 at 1 p.m.

Given current health concerns, the Coalition’s outdoor programs will be restricted to small groups, typically no more than 12 individuals or a limited number of immediate families. Guests should bring and be prepared to wear masks for those times when participants are not able to maintain at least three feet apart outdoors. When equipment and supplies are required, there will be no sharing among participants. Additional safeguards may be put in place as appropriate.

Come learn a new skill, pursue a previously established interest or activity, connect with people who have similar interests, explore a conservation area, and participate in a fun outdoor activity.”

The New Bedford Election Commission has announced that Early Voting for the 2020 general election will be held for two weeks at the New Bedford Main Library, 613 Pleasant Street, from Saturday, October 17 through Friday, October 30.

As usual, on Election Day, Tuesday, November 3, polls will be open in the City of New Bedford from 7:00 a.m. to 8:00 p.m. Additional safety requirements including the use of masks/face coverings and the observance of social distancing will be in place due to the ongoing COVID-19 pandemic.

Any New Bedford resident who is uncertain about their voting status, designated polling location, or who has changed their address since the last election, or any other question should contact the Election Commission office at 508-979-1420.

While COVID-19 stole our spring and summer, the boos and ghouls want to be able to vent out their frustrations and be scared of something else: the many monsters, creatures, and surprises that lurk in the hallways of the SouthCoast’s many haunted attractions.

After four and a half months up being pent up at home, quarantined, and have our entire way of life disrupted many people need some fun for a change! We all want a way to vent some of the pent up steam, take our minds off of this new “normal,” and just have a good, fun scare or poke some fun at our friends who nearly pee their pants in fright.

This is even more so the case than it has been in past years considering many communities have canceled trick or treating this year to be safe. Instead, energy and money has been spent on decorating yards and visiting haunted attractions. At least a family can have their kids enjoy dressing up in costume and traveling the neighborhood in their cars or walking with family to enjoy the hard work people put into their yard decorations.

But what is Halloween with a having the daylights, wits, and bejesus scared out of you at one or five of the popular haunted attractions? It is a tradition in many households and these venues employ a large number of people who often rely on the extra income to make ends meet.

Of course, social distancing guidelines are to be followed along with the wearing of a…um…mask, if you aren’t already wearing one.

Here is a list of the known haunted attractions on the SouthCoast with the dates they will be opening their doors and allowing patrons. Unfortunately, some attractions will not be opening this season. We’ve listed those places so you can make the decision to visit a different one.

Zeiterion Performing Arts Center revs up for the return of the Zeiterion Drive-In featuring concerts and movies beginning September 24 until October 31. The drive-in, located in the Seastreak Ferry “Whale’s Tooth” Parking Lot, features a new line-up of live musical acts and newer theatrical releases, with more to be added at a later date. Tickets will be sold per vehicle, $25 for movies and $50 for concerts, available in advance of the event at https://zeiterion.org/drivein/.

To ensure safety, the Zeiterion has implemented policies for all attendees, including the use of a face covering while outside the vehicle. Vehicles will be directed to every other space, so attendees may sit or stand in the empty space while maintaining social distancing. Restrooms will be available, and they will be monitored for safety, but congregating anywhere on the premises is not permitted. Featuring the string and percussion musicians of the orchestra, the program opens with a reflective piece by George Walker, the first African-American composer to win the Pulitzer Prize for Music. The piece, originally called Lament, was dedicated to the composer’s grandmother who had been a slave.

Music Director Yaniv Dinur takes both roles as pianist and conductor in Bach’s First Keyboard Concerto. Bach’s exhilarating piece draws inspiration from Vivaldi’s concertos and at the same time looks into the future, expanding the part of the piano solo.

NBSO concertmaster Jesse Holstein performs “Winter” and “Spring” from Piazzolla’s Four Seasons of Buenos Aires. The great Argentine composer’s take on Vivaldi’s Four Seasons is full of intoxicating melodies and tango rhythms combined with quotations from the original Four Seasons.

Shchedrin’s Carmen Suite is a reimagining of some of the most popular and beautiful arias from Bizet’s opera Carmen. Written for the unusual combination of strings and percussion, Shchedrin gives Carmen a fresh look full of colors and wit.

New Bedford Whaling National Historical Park will begin staffing an essential information station in their visitor center garden on July 30, 2020.

In a first step toward increasing public access to National Park Service facilities, the essential information station will be staffed by park rangers from 10:00AM – 4:00PM Thursday through Sunday, weather permitting. Rangers will provide basic information about places to visit, shop, explore, and enjoy their day. “We are excited to invite visitors to New Bedford Whaling National Historical Park and provide them with information on how to safely explore this timeless city,” said Park Ranger Andy Schnetzer.”

For now, indoor facilities such as restrooms, water fountains, exhibits, and the MakerSpace will continue to be closed. “We ask that visitors wear a mask, limit the time they spend at the essential information station, and respect social distancing guidelines,” said park superintendent Jen Smith. The station may be closed during extreme heat or adverse weather, but the park Facebook page and telephone message will have current information. Additionally, park rangers will not be offering walking tours, guided programs, or other in-person special events through this season.
